The EC income ceiling for buying a new executive condominium is being raised from S$16,000 to S$18,000 a month, the Prime Minister announced at the National Day Rally on 23 August 2026. The government's summary on gov.sg confirms the new figure but not when it starts or which EC projects it covers. gov.sg also lists a joint release by the Ministry of National Development (MND) and the Housing & Development Board (HDB) on the change, which we could not open from our desk on 16 October 2026.

So the practical point is narrow. If your household earns S$16,000 or less, nothing changes for you. If it earns between S$16,001 and S$18,000, ask HDB or the developer which ceiling applies to the specific EC you want before you plan, book or pay anything.

At a glance

  • Announced: 23 August 2026, at the National Day Rally. gov.sg's families page states: "Income ceiling for new Executive Condo (EC) units will be raised from $16,000 to $18,000."
  • Same announcement: the ceiling for Build-to-Order and Sale of Balance flats, the CPF Housing Grant for resale flats and HDB loans goes from S$14,000 to S$16,000.
  • The detailed rules: in the "MND and HDB media release (23 Aug 2026)" listed on gov.sg's National Day Rally 2026 page, titled "Housing: Increase in Income Ceilings and Greater Support for Families with Children". We could not open it.
  • EC supply this year: developers launched 1,320 EC units and sold 1,168 in the first quarter of 2026, then launched none and sold 175 in the second, according to URA's second-quarter statistics of 24 July 2026. URA's data release calendar lists the third-quarter update for 23 October 2026.
  • Coming land: the second half 2026 Confirmed List includes 735 EC units, according to URA's programme release of 3 June 2026.

What exactly changed for EC buyers?

One number, as gov.sg states it: the monthly household income ceiling for new EC units rises from S$16,000 to S$18,000. gov.sg groups it with three changes to public housing, all raised from S$14,000 to S$16,000: the ceiling for Build-to-Order and Sale of Balance flats, for the CPF Housing Grant on resale flats, and for HDB loans. The same page says first-timer families with or expecting children will get one extra ballot chance for each Singapore Citizen child aged 18 and below, from the February 2027 sales exercise; that applies to HDB flat sales.

gov.sg describes the ceiling as applying to "new" EC units. URA counts EC units both in its Government Land Sales programme and in the units developers launch and sell, so our reading is that "new" means units bought from the developer. Resale EC purchases are not described in the announcement.

Which EC projects does the S$18,000 ceiling cover?

This is the gap. The gov.sg summary gives no start date, no transition arrangement and no list of projects. It does not say whether the higher ceiling applies to ECs already on sale, to launches later in 2026, or only to EC sites sold to developers after a certain date. The MND and HDB release may answer that, but we could not read it. Unofficial summaries circulate online; we have not relied on them.

Until you have the answer in writing from HDB or the developer for the project you want, assume the old S$16,000 ceiling might still apply to it.

Who gains? Three illustrative households

The households below are fictional, and the figures are monthly household incomes:

  • Wei Jie and Mei Ling, S$15,800: within both the old and the new ceiling. The change makes no difference to their eligibility.
  • Farhan and Aisyah, S$17,200: above the old ceiling and within the new one. Whether they can buy depends entirely on which ceiling the project applies, so their first step is to ask before attending a preview.
  • Priya and Arjun, S$18,600: above both ceilings, so not eligible for a new EC under either figure; a private condominium is their likely comparison.

Two cautions sit behind these examples. Eligibility involves more than income, and HDB, which we could not open, sets the full conditions. And a higher ceiling does not change what a bank will lend or what a household can sensibly repay; speak to a bank before you commit, as our mortgage pre-approval guide explains.

What else should an EC buyer check before applying?

A short checklist built only from pages we could open:

  1. The ceiling for your project: confirm in writing whether S$16,000 or S$18,000 applies, and from which date.
  2. Your current home: URA's buying property page says owners of an HDB flat, a DBSS flat or an executive condominium must fulfil the minimum occupation period set by HDB before buying any private residential property. Ask HDB how the minimum occupation period applies to an EC you buy now and to any later move.
  3. Supply and timing: URA's figures show no EC launches in the second quarter of 2026. Do not assume a launch is coming soon because a ceiling has changed.
  4. Completion: ECs take years to build. CDL, for example, says its fully sold 512-unit EC Lumina Grand in Bukit Batok obtained its Temporary Occupation Permit in April 2026 and that most units have been handed over (CDL release, 13 August 2026).
  5. Stamp duty: IRAS's Buyer's Stamp Duty page describes the duty as "tax paid on documents signed when you buy or acquire property located in Singapore" and lists the residential rates; our BSD and ABSD calculator applies them.
  6. Documents: keep income documents ready; our purchase document checklist covers what a booking usually needs.

Does the S$18,000 ceiling apply to ECs on sale now?

gov.sg's summary does not say, and we could not open the MND and HDB release of 23 August 2026, so confirm with HDB or the developer for your project.

Did the HDB flat income ceiling change too?

Yes. gov.sg says the ceiling for Build-to-Order and Sale of Balance flats, the CPF Housing Grant for resale flats and HDB loans rises from S$14,000 to S$16,000.
