This page is dated 27 October 2026 and tracks govt land sales 2026 for the second half of the year, as URA’s own pages state them. Three Government Land Sales (GLS) sites are open for tender, closing at 12 noon on 29 October (Orchard Boulevard), 17 November (Town Hall Link) and 3 December 2026 (East Coast Road). Marina Gardens Lane, which closed on 15 October 2026, was awarded on 26 October to EL Development Pte Ltd. Four more Confirmed List sites are estimated to launch in November and December 2026, and all 13 Reserve List sites are now available for application.

It is a calendar of land sales, not of condo launches: a tender award tells you which developer bought a site, not when a project will be named, priced or opened for sale. URA changes its lists as sites launch and close, so use the recheck dates at the end.

At a glance

  • Open for tender (3): Orchard Boulevard 29 October 2026, Town Hall Link (a White site) 17 November, East Coast Road 3 December; all close at 12 noon. URA, Sites For Tender
  • Newly awarded (1): Marina Gardens Lane, awarded on 26 October 2026 to EL Development Pte Ltd for S$450,100,000, 11 days after its tender closed on 15 October. URA release, 26 October 2026
  • Estimated launches (4): De Souza Avenue and Tanjong Rhu Close, November 2026; Berlayar Close and Holland Plain, December 2026. URA, Current GLS Sites
  • Awarded earlier and still listed (6): awarded between 16 June and 18 September 2026; details below.
  • Reserve List (13): all 13 available for application, Chuan Grove and Plymouth Avenue/Dunearn Road included since late October 2026. URA, Current GLS Sites
  • Programme totals, announced 3 June 2026: 4,745 private residential units on the 2H2026 Confirmed List, including 735 Executive Condominium (EC) units, plus a potential 4,455 more on the Reserve List. URA release

What is the difference between the Confirmed List and the Reserve List?

URA says Confirmed List sites are launched for sale on pre-determined dates, mostly by tender. Reserve List sites are made available for application instead, and one is put up for tender when a developer indicates a minimum price the Government accepts. The Government will also consider launching a Reserve List site if more than one unrelated party submits a minimum price close to its Reserve Price within a reasonable period. URA, Land Sales Procedure, last updated 25 June 2026

So a Confirmed List site has an estimated launch month, then a closing date; a Reserve List site has no date until URA announces it for tender.

Which GLS sites are open for tender, and when do they close?

Three sites, in closing order. Unit figures are URA’s “can potentially yield” estimates, not the number of homes a developer will build. Site areas and gross plot ratios (GPR) are from URA’s Current GLS Sites page, last updated 27 October 2026. The Sites For Tender page, last updated 15 October 2026, gives the submission window as 9.00 am to 12.00 pm on the closing date.

  • Orchard Boulevard, 29 October 2026, 12 noon: residential; 0.34 ha, GPR 2.8; launched 13 August 2026; about 110 units; near Orchard Boulevard MRT station. URA release, 13 August 2026
  • Town Hall Link, 17 November 2026, 12 noon: a White site in Jurong Lake District; 3.72 ha, GPR 5.0; launched 3 July 2026. URA gives a total potential GFA of 186,139 sqm: at least 40,000 sqm of office space, up to 1,200 private residential units and 44,000 sqm for complementary uses. It connects to the Jurong East MRT interchange and the upcoming CR19 station, planned to open in 2032. URA release, 3 July 2026
  • East Coast Road, 3 December 2026, 12 noon: residential; 0.55 ha, GPR 1.6; launched 29 September 2026; about 85 units. URA release, 29 September 2026

From launch to close, these three tenders run 77, 137 and 65 days (our arithmetic).

What happened at the Marina Gardens Lane tender?

The tender closed at 12 noon on 15 October 2026, 63 days after URA released the site on 13 August as a residential site that can potentially yield about 390 units, near Marina South MRT station (URA release, 13 August 2026); the Current GLS Sites page gives 0.60 ha at GPR 5.6.

URA’s closing release said an annex gives “details of the site and tender bid received” and that the award decision “will be made after the bid has been evaluated”. On 26 October 2026, 11 days after the close, URA awarded the site to EL Development Pte Ltd for S$450,100,000, or S$13,379.11 per sqm of gross floor area: 6,007.4 sqm of land with a maximum GFA of 33,642 sqm, for residential use with commercial at the first storey. The Current GLS Sites page now shows it as “Awarded”. The award release gives no bid count and we could not open the annex, so this page states none; our Marina Gardens Lane tender guide looks at what the releases do and do not tell you.

Which sites are estimated to launch next?

Four Confirmed List sites carry an estimated launch month on URA’s Current GLS Sites page, with no closing date, unit estimate or conditions of sale given there:

  • De Souza Avenue: estimated November 2026; 2.22 ha, GPR 1.6.
  • Tanjong Rhu Close: estimated November 2026; 1.23 ha, GPR 3.5.
  • Berlayar Close: estimated December 2026; 2.82 ha, GPR 2.1.
  • Holland Plain: estimated December 2026; 3.42 ha, GPR 1.8.

URA’s footnote reads: “Estimated launch date. Detailed sales conditions will be made available when the site is launched for sale.” A month here is a plan as of 27 October 2026, not a commitment.

Which site names are easy to mix up?

Berlayar and Tanjong Rhu are separate sites on URA’s own pages; the Holland Plain pair is less clear:

  • Berlayar Drive and Berlayar Close: Drive (2.54 ha, GPR 1.4) was awarded on 7 August 2026; Close (2.82 ha, GPR 2.1) is estimated for December 2026.
  • Holland Plain, twice: the current list shows one 3.42 ha site, estimated December 2026. A 15,716.9 sqm (about 1.57 ha) Holland Plain site was awarded on 12 May 2026 to Sim Lian Land Pte Ltd and Sim Lian Development Pte Ltd and is no longer listed. Because the areas differ, we treat them as different parcels (our inference); URA’s pages do not say how the two relate. URA award release
  • Tanjong Rhu Close and Tanjong Rhu Road: Close is estimated for November 2026; Road was awarded on 10 February 2026 to CDL Constellation Pte. Ltd. and Bedrock Ventures Pte. Ltd. URA award release

Which GLS sites have already been awarded?

Seven Confirmed List sites now show “Awarded” on URA’s page: Marina Gardens Lane, covered above, and six that launched for tender between 30 March and 25 June 2026, before the second half began. URA’s 25 June 2026 release put Lorong Puntong / Sin Ming Avenue on sale under the 1H2026 programme; none of the other five award releases names a programme, so we read all six as first-half sales (our inference from the launch dates). In award order:

For tendered prices per sq m of gross floor area, see GLS awards 2026 compared.

URA announced each of these six awards 3 to 5 days after the tender closed: 5 days for Peck Hay Road, River Valley Green and Bayshore Drive, 3 days for the other three. It is not always that quick: Chitty Road and Veerasamy Road, another 2026 award we read, closed on 28 July and was announced on 7 August 2026, ten days later. Treat 3 to 5 days as a past pattern, not a promise: Marina Gardens Lane’s award came 11 days after its close.

Which Reserve List sites can developers apply for?

The Current GLS Sites page (last updated 27 October 2026) shows all 13 Reserve List sites as “Available for application”, and URA’s Sites For Application page lists the same 13, with their development types (its own last-updated line still reads 29 September 2026). Area and GPR are from the Current GLS Sites page.

  • Cross Street: 0.23 ha, GPR 6.3; residential (long-stay serviced apartments, SA2) with commercial at the first storey.
  • Media Circle: 0.57 ha, GPR 4.2; same type as Cross Street.
  • Media Circle (Parcel B): 1.00 ha, GPR 4.3; residential with commercial at the first storey.
  • Morrison Lane: 0.66 ha, GPR 2.8; residential with commercial at the first storey.
  • Kitchener Link: 0.42 ha, GPR 3.0; residential; URA says it can potentially yield 145 units; near Farrer Park MRT station. URA release, 25 June 2026
  • Serangoon North View: 0.80 ha, GPR 2.5; residential; URA says it can potentially yield 235 units. URA release, 29 September 2026
  • Punggol Walk: 1.00 ha, GPR 1.4; commercial.
  • Marina Gardens Crescent (White site) and Woodlands Avenue 2 (White site): 1.73 ha and 2.75 ha; GPR 4.2 for both.
  • River Valley Road and Telok Ayer Street (hotels): 1.02 ha, GPR 2.8, and 0.41 ha, GPR 7.0.

Two residential sites joined them at the end of October. On 26 October both still read “Oct-2026”, URA’s marker for a site not yet ready for application whose conditions of sale were due that month; by 27 October both were available, each with its own site page:

  • Chuan Grove: 3.16 ha, GPR 2.5; residential. URA’s site page (last updated 27 October 2026) gives 31,695.7 sqm, a maximum GFA of 79,240 sqm and an estimated 930 units. Our Chuan Grove guide covers the two sites sold there in 2025.
  • Plymouth Avenue/Dunearn Road: 1.13 ha, GPR 2.1; residential with commercial at the first storey. URA’s site page (last updated 27 October 2026) gives 11,387.4 sqm and a maximum GFA of 23,914 sqm, of which at most 2,500 sqm is for commercial use, including a supermarket of at least 1,000 sqm, and an estimated 250 units.

Under URA’s Reserve List Procedure (last updated 27 October 2026, when it added contacts for the two new sites), an accepted applicant has two weeks to sign an agreement to bid at least its minimum price and pay a deposit of 3% of that price, capped at S$5 million. URA then announces the activation without naming the applicant. So “Available for application” does not say whether anyone has applied; a Reserve List site enters this calendar only when URA opens it for tender.

What do the programme totals add up to?

URA’s figures from its 3 June 2026 release, not a sum of the sites above:

  • Whole programme: nine Confirmed List and 13 Reserve List sites, able to yield 9,200 private residential units, 188,100 sqm of commercial GFA and 970 hotel rooms.
  • Confirmed List: eight private residential sites and one White site; 4,745 units (including 735 EC units) and 83,350 sqm of commercial GFA. With the 4,575 units on the 1H2026 Confirmed List, URA puts 2026 Confirmed List supply at 9,320 units.
  • Reserve List: eight private residential, one commercial, two White and two hotel sites; potentially 4,455 more units, 104,750 sqm of commercial GFA and 970 hotel rooms.

Does a land sale mean a new launch date?

No. The URA pages we read stop at the tender award and give no project name, launch date, selling prices or availability for any site. For developer-stated statuses of named projects, see our new launch pipeline for Q4 2026; for market-wide prices, our Q3 2026 private home prices guide; for planning changes near a site, our Master Plan guide. Once a project is on sale, new launch deadlines sets out what each date starts, and Start your research collects our other guides.

What to recheck, and when

URA’s Sites For Tender page was last updated on 15 October 2026 and its Current GLS Sites page on 27 October 2026, and their closing dates agree with URA’s releases of 3 July, 13 August and 29 September 2026. Recheck on these dates:

  • From 3 November 2026: Orchard Boulevard (closes 29 October).
  • From 23 November 2026: Town Hall Link (closes 17 November).
  • By 30 November 2026: De Souza Avenue and Tanjong Rhu Close, for a launch, closing date and unit estimate.
  • From 8 December 2026: East Coast Road (closes 3 December).
  • By 31 December 2026: Berlayar Close and Holland Plain. URA says programmes are announced every six months and announced this one on 3 June 2026; we found no date for the next.
  • Any day: Reserve List activations, which URA announces publicly.

The “From” dates are our planning dates, four to six days after each close, not URA’s.
