The next Tanjong Rhu GLS site, at Tanjong Rhu Close, is due to be launched for tender in November 2026. The Urban Redevelopment Authority (URA) lists it on its Current GLS Sites page (last updated 27 October 2026) as a 1.23 ha residential site on the Confirmed List at a gross plot ratio of 3.5, with "Nov-2026" marked as an estimated launch date. Detailed sales conditions come only at launch.
It follows the Tanjong Rhu Road site, which URA awarded in February 2026 for S$709.3 million and whose developer has since said it plans 515 homes there. So a buyer watching Tanjong Rhu now has two pieces of land to follow: one with a developer and a plan, one not yet launched. No project, developer, price or sales date exists for Tanjong Rhu Close, and this page does not predict one.
At a glance
- Status on 27 October 2026: not yet launched. URA's table shows "Nov-2026 *", footnoted "Estimated launch date", and its Sites For Tender page lists only Orchard Boulevard, Town Hall Link and East Coast Road.
- Land: 1.23 ha, residential, gross plot ratio 3.5: about 43,050 sqm of gross floor area (GFA) on our arithmetic, until URA publishes the exact maximum at launch.
- Same month: De Souza Avenue (2.22 ha, plot ratio 1.6) also carries an estimated November 2026 launch on URA's table.
- The earlier site: the Tanjong Rhu Road site (12,239.3 sqm, maximum GFA 45,286 sqm) was awarded on 10 February 2026 to CDL Constellation Pte. Ltd. and Bedrock Ventures Pte. Ltd. for S$709,252,000, or S$15,661.62 per sqm of GFA, in URA's award release.
- Its plan: City Developments Limited (CDL) said on 13 August 2026 that it holds 90% of that site and plans 515 units in three 26-storey towers, in its half-year results release.
What has URA confirmed about the Tanjong Rhu Close site?
Only the size, plot ratio, list and estimated month. A Confirmed List site is launched on a pre-determined date and most are sold by tender, URA's land sales procedure page (last updated 25 June 2026) explains; it does not wait for a developer to apply, as a Reserve List site does.
Two gaps. We could not read URA's interactive map for the site, so we cannot say exactly where on Tanjong Rhu Close the land sits, how close it is to the Tanjong Rhu Road plot or which MRT exits are nearest. And URA's appendix to its 2H2026 programme release, which URA cites for the programme's site details and which may give an estimate for each site, sits on a download host that refused our connection. That release (3 June 2026) says the nine Confirmed List sites can yield 4,745 private homes, including 735 EC units; placing Tanjong Rhu Close among them is our reading of its launch month.
How many homes could the Tanjong Rhu Close site hold?
At most about 430 to 506 on our arithmetic, depending on which size rule applies. This assumes the site is outside the Central Area, where URA's 2022 circular says it sets no cap on the number of homes; the Tanjong Rhu Road estimate below is consistent with that.
- Floor area: 12,300 sqm at a plot ratio of 3.5 gives 43,050 sqm. URA rounds the area to 1.23 ha, so the true figure could be about 175 sqm either side.
- The general cap: outside the Central Area, URA's dwelling unit guidelines (last updated 7 June 2026) use a formula meant to derive "an upper bound figure", and the circular says it divides the GFA by 85 sqm. 43,050 divided by 85 is 506.5, so at most about 506.
- The stricter cap: in "nine identified areas", the same circular divides by 100 sqm instead. That would allow about 430.
- The size mix: at least 20% of homes must have a nett internal area of at least 100 sqm, and at most 20% may be 50 sqm or less. On 506 homes that means at least 102 large units.
The Tanjong Rhu Road site gives a clue on step 3. When URA launched it on 26 November 2025, its launch release estimated about 525 homes. On 45,286 sqm of GFA, the 85 sqm divisor allows 532 and the 100 sqm divisor only 452, so URA's own estimate fits the general rule. That suggests, but does not prove, that the stricter cap did not apply on Tanjong Rhu Road; Tanjong Rhu Close's site page should state any size stipulation directly, as East Coast Road's does.
Tanjong Rhu Road and Tanjong Rhu Close compared
The two sites are close in size, and the November site is slightly smaller on paper:
- Land: 12,239.3 sqm on Tanjong Rhu Road; about 12,300 sqm (1.23 ha) on Tanjong Rhu Close.
- Plot ratio: 3.7 on Tanjong Rhu Road (45,286 divided by 12,239.3, our division); 3.5 on Tanjong Rhu Close.
- Floor area: 45,286 sqm against about 43,050 sqm, roughly 95% as much.
- Homes: URA estimated about 525 and CDL plans 515 on Tanjong Rhu Road; our ceiling for Tanjong Rhu Close is about 506.
- Price: S$15,661.62 per sqm of GFA on Tanjong Rhu Road, about S$1,455 per sq ft of permitted floor area (psf ppr), the figure CDL also gives. Tanjong Rhu Close has no price until it is tendered.
An illustrative calculation, not a forecast. If the top Tanjong Rhu Close bid matched Tanjong Rhu Road's S$15,661.62 per sqm on 43,050 sqm, the land would cost about S$674.2 million, or about S$1.33 million per home across 506 homes (S$1.57 million across 430). Every 5% difference in the bid moves that total by about S$33.7 million. For comparison, CDL's plan puts Tanjong Rhu Road's land at about S$1.38 million for each of its 515 planned homes. Land is one cost among several, a later bid can land well above or below the last, and URA's tender conditions for current sites, such as East Coast Road, reserve the right to reject the highest or any tender. Our comparison of 2026 GLS awards shows how widely this year's prices ran.

When could the Tanjong Rhu Close tender close?
Not until URA sets a date at launch. Recent windows give a range: 57 days at Dairy Farm Walk (26 November 2025 to 22 January 2026, per its closing release), 65 days at East Coast Road (29 September to 3 December 2026), 71 days at Tanjong Rhu Road (26 November 2025 to 5 February 2026, per its closing release) and 77 days at Orchard Boulevard (13 August to 29 October 2026). A November launch with a window in that range would close between about 28 December 2026 and mid-February 2027 (our arithmetic). Tanjong Rhu Road was awarded five days after closing; Dairy Farm Walk six days after, on 28 January 2026, per its award release.
What should a buyer in the Tanjong Rhu area do now?
- Separate the two sites in your notes. Tanjong Rhu Road has a developer and a stated plan; Tanjong Rhu Close has neither. A sales pitch that blurs them is a reason to slow down. Our new launch research file keeps each claim beside its source.
- In November, check URA's Sites For Tender page. When Tanjong Rhu Close appears, note the maximum GFA, URA's estimated homes, any size stipulation, the closing date and the site map. Our 2H 2026 GLS tender calendar tracks the schedule.
- On closing day, note the number of bids and the top two, converted to psf ppr with our sqm to sq ft converter.
- Treat CDL's 515 units as a developer statement. The final count and design need planning approval; check the housing developer's licence on URA's housing developers page (last updated 19 October 2026) before paying any booking fee, as our guide to what a developer must have first explains.
- For a site launched on or after 22 May 2026, URA's disqualification and sales suspension framework applies; on 27 October it listed no disqualified developer.

Common questions
When will URA launch the Tanjong Rhu Close GLS site?
URA's Current GLS Sites page gives an estimated launch month of November 2026; the exact date, conditions and closing date come only when the site is launched.
How many homes can the Tanjong Rhu Close site have?
URA has not given an estimate on any page we could open; its programme appendix, which may carry one, would not download. Our arithmetic from 1.23 ha at a plot ratio of 3.5 gives at most about 506 homes under URA's general 85 sqm rule, or about 430 under its stricter 100 sqm rule.
Is Tanjong Rhu Close the same site CDL bought?
No. The Tanjong Rhu Road site, in which CDL says it holds a 90% stake, was awarded on 10 February 2026 for S$709.3 million; Tanjong Rhu Close is a separate 1.23 ha site that has not yet been launched.
What did the Tanjong Rhu Road GLS site cost per square foot?
S$15,661.62 per sqm of gross floor area, about S$1,455 psf ppr, for a total of S$709,252,000.
