The Town Hall Link white site in Jurong Lake District (JLD) closes for tender at 12 noon on 17 November 2026. The Urban Redevelopment Authority (URA) says it can hold up to 1,200 private homes, at least 40,000 sqm of offices and space for shops, a hotel or serviced apartments, linked to Jurong East MRT interchange and the planned Cross Island Line station CR19. For anyone researching a home around Lakeside or Jurong East, it signals more homes next to Jurong East in the years ahead, and the rail dates behind it are worth reading closely, because URA's own pages do not all give the same year.
At a glance
- Tender closes: 17 November 2026, 9am to 12 noon, according to URA's Town Hall Link site page (last updated 14 October 2026). The site was launched on 3 July 2026.
- Land and floor area: a main parcel of 37,227.7 sqm, a maximum gross floor area (GFA) of 186,139 sqm and a 99-year lease.
- Homes: at most 126,000 sqm of residential GFA, of which up to 102,000 sqm (URA estimates 1,200 homes) for flats and up to 24,000 sqm for serviced apartments.
- Other uses: at least 40,000 sqm of offices; 20,000 to 44,000 sqm of retail, including at least 1,000 sqm for a supermarket and 1,000 sqm for a food court; at least 800 sqm for a childcare centre.
- Rail: URA says the Jurong Region Line's JE5 station at Jurong East and JE6 at International Business Park are planned to open in 2028, and CR19 in 2032.

What is on offer at Town Hall Link?
URA's site page sets out a mixed-use parcel next to the Jurong Town Hall national monument and a future park. Its 3 July release says the site will connect to Jurong East MRT interchange and the upcoming CR19 station "via multi-level pedestrian linkages". The tender also carries district infrastructure: URA's 3 June 2026 programme release says the development will incorporate a district cooling plant and a pneumatic waste conveyance station that later buildings in the precinct can plug into.
The site is on URA's Current GLS Sites page as a 3.72 ha white site at a gross plot ratio of 5.0, open for tender. From launch to close the tender runs 137 days, against 63 days for the Marina Gardens Lane residential tender that closed on 15 October (our arithmetic from URA's dates).
Two details matter for a future home buyer. First, the 1,200 figure is URA's estimate for the flats portion, not a developer's plan. Second, the flats allowance is a maximum, and up to 24,000 sqm of the residential allowance can be serviced apartments, a use URA lists separately from flats, so the number of homes eventually offered to buyers depends on the developer's plan and could differ from 1,200; nobody knows yet.
When will the Jurong Region Line and Cross Island Line open?
This is where a buyer should slow down. Three URA pages, all published in June and July 2026, give these timings:
- URA's West Region plan for Master Plan 2025 (last updated 2 June 2026) says the Jurong Region Line is "expected to open in stages from 2027 to 2029", and that Phase 2 of the Cross Island Line will bring a Jurong Lake District station "by 2032".
- URA's 3 June 2026 programme release says the Jurong Region Line "will open in stages from around mid-2028", while Cross Island Line Phase 2 "will open in 2032".
- URA's 3 July 2026 Town Hall Link release says JE5 and JE6 are "planned to open in 2028" and CR19 in 2032.
Our reading: the two June documents differ on when the first Jurong Region Line stage opens, and the July release points to 2028 for the two stations it names near Jurong East and International Business Park. The Land Transport Authority's own pages could not be opened from our desk, so we could not check its current schedule. Treat every date here as a plan and confirm it with the Land Transport Authority before it shapes a decision.
What is already in place around Jurong East and Lakeside?
URA's June release says the area around Jurong East MRT interchange already has about 185,000 sqm of office space and 2,000 homes, together with the 90 ha Jurong Lake Gardens. It names the new Science Centre and the Jurong Gateway Hub, with a bus interchange, library, community club and sports facilities, among recent public investments.
A recent private launch nearby is Lucerne Grand. In its 16 September 2026 release, CDL describes 570 homes in five 17-storey towers at Lakeside Drive, directly linked to Lakeside MRT station on the East-West Line, and cites its "proximity to the Jurong Lake District". CDL's 4 October release says sales began on 3 October 2026 and that the sales gallery along Yuan Ching Road, next to Lakeside MRT station, opens daily from 10am to 7pm. The release also gave a launch-weekend sales count, CDL's figure for one weekend; it does not show which homes remain or what they cost, so we do not repeat it.

What does this mean for a buyer around Lakeside or Jurong East?
A timeline you can copy into your research file, using only dated statements:
- 17 November 2026: Town Hall Link tender closes. URA then publishes details of the bids received and, later, its award decision.
- After the award: the developer plans, licenses and names a project. No launch date exists until it says so.
- 2028: JE5 and JE6 on the Jurong Region Line are planned to open, per URA's July release.
- 2032: CR19 on the Cross Island Line is planned to open.
If you are considering a home here now, test the commute on the lines that run today, the East-West and North-South lines, rather than on future stations; our commute test shows how. Note that up to 1,200 more private homes could arrive next to Jurong East in the years after the award. For Lucerne Grand specifically, see our Lakeside preview guide and the Lucerne Grand listing.
For other land tenders this quarter, read our note on the Marina Gardens Lane result, and for planning changes further west, our Tengah update. More dated notes sit under research.
